There are many different policies to fight terrorism. This study looks at how to judge how well these policies are working, what their indicators are, and how to measure them both quantitatively and qualitatively. The study takes a horizontal, all-encompassing look at the methodological problems and dilemmas that weaken the evaluation process. These problems and dilemmas have to do with the use of different indicators, the methodological biases that come up when choosing cases and gathering data, and how hard it is to apply the conclusions to other situations. It also discusses several theoretical trends that offer alternative analytical frameworks. So, the study says that this kind of evaluation process needs to include a periodic and historical review of the policies made to fight terrorism, the methods used to carry them out, and the outcomes seen. The study found that to reach a common analytical framework, the indicators and methods used need to be looked at regularly in the future. These reviews should be based on a single definition of terrorism and a shared understanding of the nature and traits of the terrorist phenomenon. Otherwise, states will continue to rely on the number of terrorist attacks and deaths, regardless of the degree to which they are commensurate with the changing and transnational nature of the terrorist phenomenon, given the ease of calculating them.
