Management and Institutional Capacity Building for Public Policy and Social Innovation Labs in International Experience: Applied to UNDP

Abstract

Since 2019, the United Nations Development Program (UNDP) has launched an international campaign to promote the establishment of policy labs and innovation hubs worldwide. This initiative aims at enhancing societal participation in public affairs management by applying the principle of "collective intelligence". The study examines this phenomenon from various aspects. It begins by reviewing the relevant literature, analyzing the theoretical frameworks and origins of the policy labs concept, and distinguishing it from think tanks. The study then focuses on the case of UNDP policy labs, exploring their adopted methodologies, analytical approaches, and data collection sources and drawing comparisons to other international experiences. Additionally, the study covers various dimensions related to the capacity-building aspects of these labs, including volunteer human resources, mechanisms for financial sustainability to support their activities, and other relevant dimensions. The study suggests that policy lab initiatives could be applied in Egypt by establishing pilot national labs to improve government policies, and it recommends providing the necessary legal, technical, and official support to achieve this.
