The purpose of the study is to determine the cost of terrorism using various levels of analysis in international relations. The study examines the global cost of terrorism and the cost of events such as the September 11 attacks as global terrorist events. It also analyzes regional systems in African, European, and Asian countries. Additionally, the psychological and social repercussions of terrorist incidents on individuals are studied. The study concludes that there is no single standard or model to determine the cost of terrorism. Therefore, there is a selective process for the selection of variables that go into calculating the cost. This selective process results in several estimates of the global cost of terrorism and, in general, and a single terrorist event, in particular. The cost of terrorism depends on various factors such as the size of the victims, material and human losses, location and frequency of terrorist incidents, activity of terrorist organizations, the size and degree of diversification of the national economy, and counter-terrorism policies, among others. The cost of terrorism is not only limited to immediate and subsequent losses, but it also includes the cost that everyone is willing to pay to avoid terrorism.
